Congressional GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

American lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the longest closure of the federal government in history worsened on Saturday, as government employees went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

President's Proposal from Golf Course

As Saturday's meeting got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators welcomed the plan, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator said.

Another senator commended Trump's proposal on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We must stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Reaction

Democratic senators shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another senator responded to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."

Ongoing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of centrist lawmakers to terminate the closure in return for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the future of the tax credits.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers suggested that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the proposal that failed to secure enough backing in 2017.
